SPRIXIN Sets New Standards for Safety Evaluation Specification of Power Forecasting

The National Energy Administration of China has approved the release of several new specifications to reinforce the security level of wind power and PV power plants, and they have been officially implemented since March 4, 2023. The new specifications apply to newly constructed, reconstructed, and expanded photovoltaic power stations connected to the grid through a voltage level of 35kV, photovoltaic power generation systems connected to the grid through a voltage level of 10 (20)kV, and grid-connected wind farms with a voltage level of 35kV and above.

The specifications include three parts: general requirements, necessary items, and evaluation items. The essential items are the most basic requirements for the grid-connected operation of power stations, mainly including technical and management contents that may seriously affect the safe operation of power grids and power stations. The evaluation items are the safety requirements in addition to the essential items that the grid-connected operation of the power station should meet. These items are mainly used to evaluate the severity of the risk factors affecting the safe and stable operation of the power grid and power station in the equipment, system, and safety management of the grid-connected power station. SPRIXIN strictly abides by the technical specifications, continuously updates the company’s product standards, and has formulated the "Safety Evaluation Specification for the Power Forecasting of Renewable Energy " in line with the new regulations.

1. General requirements of national standards
The general requirements of the specification stipulate that newly built, rebuilt and expanded photovoltaic power stations should meet the grid-connected safety evaluation requirements before being connected to the grid, and the grid-connected safety evaluation should be carried out regularly for power stations that have been put into operation. The grid-connected safety evaluation of power stations includes four parts: electrical primary equipment, electrical secondary equipment, dispatching automation and communication, and safe generation management. After the self-assessment of the power station is completed, the expert group will conduct an expert review. The problems found in the expert review should be rectified immediately. For the problems that cannot be rectified immediately, it is necessary to formulate corresponding rectification plans, safety precautions, and emergency measures, and follow the appendix "Format for Rectification Plan" in the specification when preparing a rectification plan.

2. Self-inspection and evaluation of power forecasting system network security
The network security protection requirements of the power monitoring system in the specification inherit the power industry’s 16-character security structure tradition of “safety partition, dedicated network, horizontal isolation, and vertical authentication” and this also applies to the power forecasting system. Combined with the actual specifications of the forecasting system, SPRIXIN prospectively made the following self-examination and self-evaluation of the network, data, system, operation and maintenance, and other aspects of the power forecasting system and safety-related content according to the new standard.
